Bureau of Indian Standards (BIS) is the National Standards Body of India. It is established by the Bureau of Indian Standards Act, 1986 which came into effect on 23 december 1986. In 2012, The Department of Electronics and Information Technology (DietY) now called Ministry of Electronics and Information Technology (MeitY) and Bureau of Indian Standardrs (BIS) hand in hand launched Compulsary Registration scheme (CRS).
This scheme states that it is mandatory for manufacturers to get their products BIS registered before launching them in Indian market. Manufacturers of the 49 products mentioned below are required to apply for grant of Registration under Compulsory Registration Scheme (CRS) after getting their product tested from BIS recognized labs.
The registration at BIS CRS can now only be achieved by series of simple steps. This facility has came into effect upon the launch of smart registration process by BIS on April 3 2019.
The steps are enlisted below:
• Login Creation.
• Test request generation.
• Online Application and Fee payment.
• Send the documents by Post to BIS department.
• Allotment to Officer.
• Scrutiny/ Approval/ Query/ Grant.
Login Credentials are generated either from the BIS website or the android app.
Total time for BIS Registration will be approx. 30 working days, including testing time (15 working days) and BIS application processing time (15 working days).
Absolute Veritas (AV) will handle end to end pre-registration request, sample preparation, documentation, test report and application process for BIS Certificate.
BIS (Bureau of Indian Standards) registration for electronic and IT products is a crucial regulatory process mandated by the Ministry of Consumer Affairs, Government of India to ensure the quality, safety, and reliability of these products sold in the Indian market. This certification scheme aims to protect consumers from substandard or unsafe products while also promoting a level playing field for manufacturers and importers. BIS registration applies to a wide range of electronic and IT products.
BIS certification is mandatory for electronic and IT products under the Electronics and IT Goods (Requirements for Compulsory Registration) Order, 2012. This means that manufacturers must obtain BIS certification before selling their products in India, whether they are domestically
The Compulsory Registration Scheme (CRS) is a regulatory framework implemented by the Bureau of Indian Standards (BIS) and the Ministry of Electronics and Information Technology (MEITY). It mandates certain products to undergo mandatory certification before they can be sold in the Indian market. The primary objective of the CRS is to ensure the safety, quality, and reliability of products for consumers while promoting fair trade practices among manufacturers and importers.
Manufacturers or importers of covered electronic and IT products are required to obtain BIS certification before placing their products in the Indian market. This certification ensures that the products meet specified Indian standards for quality, safety, and performance.
The Compulsory Registration Scheme (CRS) administered by the Bureau of Indian Standards (BIS) encompasses approximately 74 products across a wide range of categories. These products are subject to mandatory certification to ensure compliance with specified Indian standards for quality, safety, and performance before they can be sold or imported into the Indian market.
The registration at BIS CRS can now only be achieved by series of simple steps. This facility has came into effect upon the launch of smart registration process by BIS on April 3 2019. The steps are enlisted below:
1. Login Creation: Manufacturers or importers need to create an account on the BIS portal to initiate the registration process. This involves providing necessary details and credentials for login purposes.
2. Test Request Generation:Once logged in, the manufacturer or importer generates a test request for the product.
3.Online Application and Fee Payment: After generating the test request, the manufacturer or importer proceeds to fill out the online application form for BIS registration. Along with the application, the applicable fees for BIS registration need to be paid online through the BIS portal.
4.Allotment to Officer: Upon receiving the application and documents, the BIS department assigns an officer to handle the registration process. The officer will be responsible for reviewing the application, conducting necessary checks, and coordinating further actions.
5.Scrutiny/Approval/Query/Grant:The assigned officer checks the application and supporting documents to ensure compliance with relevant standards and regulations. If everything meets the requirements, the officer approves the application and grants BIS registration. However, if there are any discrepancies or queries, the officer may request additional information or clarification from the manufacturer/importer.
The following are the essential requirements for BIS registration under CRS:
The following documents are required for BIS Registration under the CRS scheme for electronic products.
The following is the BIS Registration Fee for Electronics and IT Products:
S.no | Title | Existing Fee | Revised Fee |
---|---|---|---|
1 | Application Fee | Rs 1000/- | Rs 1000/- |
2 | Annual License Fee | Rs 1000/- | Rs 1000/- |
3 | Application processing fee* (inclusive of 1 test report) | Rs 25000/- | Rs 50000/- |
4 | Fee for additional test report (per test report) | Rs. 10000/- | Rs. 20000/ |
The process time to obtain a BIS (Bureau of Indian Standards) license can vary depending on several factors, including the type of product, completeness of documentation, and the workload of the BIS certification authorities.
The entire process of obtaining a BIS license can take 30 working days, including testing time (15 working days) and BIS application processing time (15 working days) which may vary depending on specific circumstances and complexities. It's essential for manufacturers or importers to plan accordingly and ensure that all requirements are met to expedite the process.
The validity and renewal process of a BIS (Bureau of Indian Standards) license depend on the specific certification scheme under which the license was issued. Here's a general overview:
The BIS registration under the Compulsory Registration Scheme (CRS) for electronic and IT products plays a pivotal role in ensuring the safety, quality, and reliability of these products in the Indian market. By mandating certification, the scheme aims to safeguard consumer interests while promoting fair trade practices among manufacturers and importers. The registration process involves various steps, including application submission, document verification, testing (if required), evaluation, and grant of license.
Manufacturers and importers must adhere to prescribed standards and timelines to obtain and maintain BIS certification. Additionally, timely renewal of licenses ensures that certified products continue to meet regulatory requirements, providing consumers with confidence in the products they purchase. Overall, BIS registration under CRS underscores India's commitment to consumer protection and quality assurance in the electronics and IT industry.
